Cedar hedge pruning

I would like to cut off about 2 feet because it is to overgrown. Will it grow back

The simple answer to your questions is yes, you can cut them and they will re-grow.  Ideally, this should have been done earlier in the year while the trees were dormant – late winter/early spring, but don’t despair, you can prune your cedars now.
